* WHAT...Heavy snow expected. Accumulations up to a foot between 4500 to 5500 feet. 4 to 8 feet, with locally higher amounts above 5500 feet. Wind gusts up to 60 mph. * WHERE...West Slope Northern Sierra Nevada and Western Plumas County/Lassen Park Counties. * WHEN...From 10 PM this evening to 10 PM PST Friday. * IMPACTS...Dangerous travel conditions with chain controls and road closures. Localized tree damage, power outages, and low visibility due to the combination of heavy wet snow and strong winds. * ADDITIONAL DETAILS...Snow accumulations will remain near or above pass level through Tuesday, then drop to around 4500 to 5500 feet during the day Wednesday through Friday. * WHAT...Heavy snow. Snow accumulations of 1 to 3 feet above 5500 to 6000 feet and 1 to 6 inches below 5500 feet. Winds gusting as high as 70 mph along the highest ridges and up to 45 mph in lower valleys. * WHERE...Lassen-Eastern Plumas-Eastern Sierra Counties. * WHEN...From 10 PM Tuesday to 10 AM PST Friday. * IMPACTS...Travel and recreation could be very difficult to impossible. The hazardous conditions could impact the Wednesday morning and evening commutes. Gusty winds could bring down tree branches. * ADDITIONAL DETAILS...Snow levels will lower from 5500 to 6500 feet Tuesday night and Wednesday to 4500 to 5500 feet by Christmas Day. Heavy rain Tuesday night and Wednesday could lead to ponding of water on roads and minor flood impacts. * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...A portion of northern California, including the following areas, the Sacramento Valley, northern San Joaquin Valley, Delta region, Sierra Nevada and adjacent foothills, and Coastal Range. * WHEN...Through Friday afternoon. * IMPACTS...Excessive runoff will result in rises along area rivers, creeks, streams. Small streams and creeks may rise out of their banks. Flooding may occur in low-lying, poor drainage, and urban areas. Mudslides and rockslides may occur in mountain and foothill areas. * ADDITIONAL DETAILS... - Periods of moderate to heavy rain are forecast the week of Christmas. Moderate to heavy rain with a rain/snow elevation of 6,500 feet and higher Wednesday evening will lead to significant rises of rivers, creeks and streams with the potential for minor flooding. * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...A portion of northeast California, including the following area, Lassen-Eastern Plumas-Eastern Sierra Counties. * WHEN...From this evening through Wednesday evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding is most likely in urban, low lying, and poor drainage areas. Rockfall is also possible in areas of steep terrain. Minor flooding is possible for the Susan River on Christmas Eve, but greater than expected rainfall and/or delayed transition to snowfall could easily push the Susan River higher.
